There are four steps schools can take to prevent tragedies like the one in Uvalde, Texas, Steven Bucci, a Heritage Foundation visiting fellow, says. “[I]t doesn’t have to be like this,” Bucci says. “We can mitigate the risk of these kind of things happening.
