Reparations and apologies for someone ELSE'S behavior??

I have a fundamental question: can you apologize for what someone else is done? Obama tried that by going on the “Apology Tour,” personally apologizing for how evil America is. But if my friend Jack does something offensive, can I apologize on his behalf? The answer is NO! People who committed the offense do the apologizing. What about reparations?
