Government Charity VS Constitution

I believe our welfare state is a breach of the First Amendment. That is, replacing Christianity with government. Welfare is the state religion. Martin Luther can be thanked for promoting the idea that the government, and not the church, should take care of the poor. But that contradicts what Jesus said.
