Are parents responsible for their kids' evil acts?

Yesterday I was asked, “Are parents responsible for the evil that their underage children have committed?” From the Bible, Proverbs 22:6 we learn that “parents are to train their children in the way they should go.” So, if a child does evil, the parent is responsible.
