Former climate minister Steven Guilbeault stepped down from Liberal cabinet just hours after Alberta and Ottawa signed an MOU that supports an oil pipeline on Thursday, saying it would have 'major environmental impacts' and criticizing the lack of consultation with B.C. and Indigenous groups.
