A federal judge is ordering New York City jail officials to meet immediately and make a plan to improve dangerous conditions at Rikers Island. Meanwhile, New Jersey homeowners and renters who applied for the state's new tax rebate program last year, will automatically see payments hit their bank accounts today. Also, Queens Borough President Donovan Richards said he’s withholding his approval of the $780 million-dollar stadium until the Adams administration brings back a popular street vendor market shut down earlier this year in Corona Plaza. Plus, it's been just months since the New Jersey Attorney General's Office took over the Paterson Police Department, but top Paterson police officials are suing to regain control.
