Why would the Blazers take Dame Lillard to camp?

Ethan Skolnick is back from vacation, so he and Alex Toledo try to find answers to a simple question: what are the Blazers doing? Why would they take Dame Lillard to training camp, not just because of the distractions, but also because they're in danger of losing their pick if they win too much this season? Shouldn't they be in a full rebuild?
