In Pursuit of Liberalism: International Institutions in Postcommunist Europe

Explores how international institutions influenced postcommunist states in Central and Eastern Europe to adopt liberal policies in crucial sectors like finance and defense. The book specifically examines the implementation of central bank independence, the internationalization of bank ownership, and the democratization of civil-military relations and defense planning. It argues that the varying levels of compliance by countries like Poland, Hungary, Romania, and Ukraine are explained by the interplay of uncertainty among domestic actors, the perceived status of international institutions, and the credibility of the proposed policies. The author proposes a constructivist-rationalist synthesis, suggesting that while actors behave rationally, their choices are deeply influenced by the social context and their desire for international recognition and legitimacy.
