Higher Education Rulemaking: The Politics of Creating Regulatory Policy

Analyzes the higher education rulemaking process in the United States, focusing on how regulations related to the Higher Education Act are created and influenced. It examines the various policy actors involved, including the Department of Education, Congress, the White House, and interest groups, and details their strategies and powers in shaping regulatory outcomes, such as through lobbying, negotiated rulemaking, and public comments. The text also explores the impact of external contexts—political shifts, economic conditions, and high-profile events—and the role of technology in facilitating communication and participation within this intricate policymaking arena.
