Governors, Grants, and Elections: Fiscal Federalism in the American States

This academic Book explores the political dynamics of fiscal federalism in the American states, specifically focusing on the strategic role of governors in influencing the receipt and expenditure of federal grants-in-aid. The source posits that governors are key actors who use federal funds not only to address policy goals but also to enhance their own and their party's electoral prospects. Evidence is presented suggesting that governors strategically pursue different types of grants based on their party's preferences and may even shift their grant-related actions closer to elections to appeal to a broader range of voters, ultimately impacting gubernatorial electoral success and approval. The analysis challenges the idea of states being purely dependent on federal funding and highlights instances where states have refused substantial federal grants.
