Disease Diplomacy: International Norms and Global Health Security

This excerpt from Disease Diplomacy: International Norms and Global Health Security examines the evolution of international norms surrounding global health security, focusing on the World Health Organization's (WHO) role in reforming the International Health Regulations (IHR). The authors trace the shift from a primarily trade-focused approach to disease control to a new regime emphasizing collective security and prompt outbreak reporting. They analyze key events like the SARS and H1N1 outbreaks, highlighting how these crises influenced norm development and state compliance. The text also explores challenges to implementing the revised IHR, including capacity-building issues and political resistance in various countries. Finally, it assesses the ongoing efforts to strengthen global health security cooperation.
