Trials of Sovereignty: Mercy, Violence, and the Making of Criminal Law in British India, 1857-1922 (Cambridge UP, 2024) offers the first legal history of mercy and discretion in nineteenth and twentieth-century India. Through a study of large-scale amnesties, the prerogative powers of pardon, executive commutation, and judicial sentencing practices, Alastair McClure argues that discretion represented a vital facet of colonial rule. In a bloody penal order, officials and judges consistently offered reduced sentences and pardons for select subjects, encouraging others to approach state institutions and confer the colonial state with greater legitimacy. Mercy was always a contested expression of sovereign power that risked exposing colonial weakness. This vulnerability was gradually recognized by colonial subjects who deployed a range of legal and political strategies to interrogate state power and question the lofty promises of British colonial justice. During the mid-1930s, Germans opposed to Adolf Hitler had only a limited range of options available to them for resisting the Nazi regime. One of the most creative and successful challengers in this effort was Ernst Fraenkel, who as an attorney sought to use the law as a means of opposing Nazi oppression. In Legal Sabotage: Ernst Fraenkel in Hitler’s Germany (Cambridge University Press, 2020), Douglas G. Morris describes the ways in which Frankel stood up to the Nazis and what understandings he drew from that experience. As a veteran of the First World War, Fraenkel survived the initial purge resulting from the implementation of measures designed to bar Jews from practicing law in the Third Reich. Though his legal practice suffered, Fraenkel persisted in defending people prosecuted by the Nazis, and enjoyed success in a number of cases. While the increased restrictions and growing reach of the police state ultimately forced Fraenkel to emigrate in 1938, his experiences as a lawyer played a major role in the development of the “dual state” theory of dictatorship, the only analysis of totalitarianism written from within Nazi Germany and the cornerstone of Fraenkel’s contributions to the field of political science.

In the early 1960s, British colonial administrations in East Africa organized the systematic destruction and removal of secret documents from colonies approaching independence. The Colonial Office in London arranged the deposit of these documents in high security facilities, where they remained inaccessible until 2011 following a compensation suit by Kenyan survivors of British colonial rule against the Foreign and Commonwealth Office. Curating the Colonial Past: The ‘Migrated Archives' and the Struggle for Kenya's History (Cambridge University Press, 2025) presents the first full length exploration of these 'migrated archives', chronicling the struggle between British attempts to conceal and Kenyan efforts to reveal evidence of the colonial past. Neither displayed nor destroyed, Dr. Riley Linebaugh explores how these records formed an archival limbo in which the British government delayed moral and legal judgement of empire. Yet, these practices did not go unchallenged. Dr. Linebaugh demonstrates how disputes over the 'migrated archives' facilitated the continuation of anticolonial sovereignty struggles beyond independence, struggles which persist into the present. It is often assumed that only sovereign states can join the United Nations. But this was not always the case. At the founding of the United Nations, a loophole drafted by British statesmen in its predecessor organisation, the League of Nations, was carried forward, allowing colonies to accede as member-states. Colonies such as India, Ireland, Egypt, and many more were afforded a tokenistic representation at the League in Geneva during the interwar years, decades before their independence. Thomas Gidney’s An International Anomaly unites three geographically distinct case studies to demonstrate the evolution of Britain's policy from a range of different viewpoints, exploring how this policy came into being, and why it was only exploited by the British Empire. He argues that this membership shaped colonial norms around sovereignty and international recognition in the interwar period and to the present day. The outbreak of the First World War shattered the established European art market. Amidst fighting, looting, confiscations, expropriation fears and political and economic upheaval, an integrated marketplace shaped by upper-class patrons broke down entirely. In its place, Maddalena Alvi argues, can be found the origins of a recognizably modern market of nationalized spheres driven by capitalist investment and speculation, yet open to wider social strata. For decades, the field of scholarship that studies the law and practice of international organisations -also known as 'international institutional law'- has been marked by an intellectual quietism. Most of the scholarship tends to focus narrowly on providing 'legal' answers to 'legal' questions. For that reason, perspectives rarely engage with the insights of critical traditions of legal thought (for instance, feminist, postcolonial, or political economy-oriented perspectives) or with interdisciplinary contributions produced outside the field. The transformation of the Labour Party by 1997 is among the most consequential political developments in modern British history. What is the role of the state in supporting transitions and deeper transformations towards a more sustainable world? Brought to you by the BISA Environment and Climate Politics Working Group. The role of the state in supporting shifts towards a more sustainable society is receiving increasing academic and policy attention from interest in green (new) deals to planet politics through to more critical attention to the ecocidal and extractivist nature of states. Despite this, the focus often starts and (frequently) ends with the governance of transitions, where the state is merely one actor among many and the tensions and contradictions between the range of roles it simultaneously performs are often left under-analysed. The state is often caricatured variously in political debate as too big, too powerful, too small, too inefficient, too ineffective or too unsustainable. But the reality is more complex, nuanced and contingent on the historical and geographical context, prevailing social relations and the state function and issue in question. States of Transition: From Governing the Environment to Transforming Society (Cambridge UP, 2025) takes a deep dive into the multiple roles states are playing in supporting transitions to a more sustainable world, exploring where there is scope for their transformation. Going beyond unhelpful binaries which cast the state as the central problem or the all-encompassing solution to ecological and social crises, it explores diverse current state practice across key domains from the military and democratic state to the welfare, entrepreneurial industrial and global state. To do this, it builds on theoretical resources from a range of disciplines, as befits the challenge of making sense of these diverse aspects of state power. It moves beyond existing analysis of the ‘environmental state’ and normative projections around the form a ‘green state’ might take, in order to explore scope for a ‘transition state’ to emerge, capable of corralling and transforming all aspects of state power behind the goal of responding to the existential threat of planetary collapse. Peter Newell is a Professor of International Relations at the University of Sussex. He is a specialist in the politics and political economy of environment and development. For more than 25 years he has conducted research, consultancy and advisory work on issues of climate change and energy, agricultural biotechnology, corporate accountability and trade policy working in a number of countries including Argentina, Brazil, Chile, China, Costa Rica, Ethiopia, India, Kenya, Mexico and South Africa. In recent years his research has mainly focussed on the political economy of carbon markets and low carbon energy transitions. Pauline Heinrichs is a Lecturer in War Studies (Climate and Energy) at King’s College London. Her research focuses on international climate diplomacy and the contestation of security in the context of climate change and international ordering. She currently holds a British Academy Knowledge Frontiers Grant working on critical actuarial science and climate justice. Pauline has worked with and led international teams in conflict and post-conflict countries such as Ukraine and the Baltic States, leading on qualitative methods and strategic narrative analysis. She has been selected as an Emerging Scholar by the Milton Wolf Seminar on Public Diplomacy. Pauline has also been a climate diplomacy professional working in foreign policy, and an international climate think tank.

Despite increasingly hardened visions of racial difference in colonial governance in French Africa after World War I, interracial sexual relationships persisted, resulting in the births of thousands of children. These children, mostly born to African women and European men, sparked significant debate in French society about the status of multiracial people, debates historians have termed 'the métis problem.' Originating in the Nineteenth Century, the European idea of development was shaped around the premise that the West possessed progressive characteristics that the East lacked. As a result of this perspective, many alternative development discourses originating in the East were often overlooked and forgotten. Indian Economics is but one example. By recovering thought from the margins, Relocating Development Economics: The First Generation of Modern Indian Economists (Cambridge UP, 2024) exposes useful new ways of viewing development. It looks at how an Indian tradition in economic thought emerged from a group of Indian economists in the late Nineteenth Century who questioned dominant European economic ideas on development and agricultural economics. This book shows how the first generation of modern Indian economists pushed at the boundaries of existing theories to produce reformulations that better fit their subcontinent and opens up discursive space to find new ways of thinking about regress, progress, and development. Sarah Derbew’s new book Untangling Blackness in Greek Antiquity (Cambridge UP, 2022) asks how should articulations of blackness from the fifth century BCE to the twenty-first century be properly read and interpreted? This important and timely book is the first concerted treatment of black skin color in the Greek literature and visual culture of antiquity. In charting representations in the Hellenic world of black Egyptians, Aithiopians, Indians, and Greeks, Derbew dexterously disentangles the complex and varied ways in which blackness has been co-produced by ancient authors and artists; their readers, audiences, and viewers; and contemporary scholars. Exploring the precarious hold that race has on skin coloration, the author uncovers the many silences, suppressions, and misappropriations of blackness within modern studies of Greek antiquity. The Bhagavad Gita is a world classic often considered to be not just the 'Hindu Bible' but sometimes the 'Indian Bible' as well. Over the last two centuries, it has attracted much scholarly attention from Indologists. Ithamar Theodor's bold and revisionist monograph The Philosophy of the Bhagavad-Gita (Cambridge UP, 2025) aspires to further develop their scholarship by treating the Gita as a discrete philosophy and by offering a systematic survey of its main topics and doctrines, in so doing emphasising their philosophical potential. A major innovation here is the articulation of the Gita's structure extracted from Vedantic and Yogic pattens of thought, presented in a modern fashion. This centres on the Gita's Vedantic concept of hierarchical reality and its Yogic concept of a ladder. Beyond its overarching philosophical and holistic approach to the Bhagavad Gita, the book addresses major themes such as dharma, rebirth, Yoga and Sankhya, bhakti, the Upanishadic nature of the text, and concepts of divinity.

Peoples & Things host, Lee Vinsel, chats with Verena Halsmeyer, a postdoctoral fellow at the University of Vienna, about her recent, award-winning book, Managing Growth in Miniature: Solow’s Model as an Artifact. The book explores the history of the way economists think about growth, including the role of technological change in it. It focuses on the period between the 1930s and 1960s, tracing the development of the famed 'Solow growth model,' one of the central mathematical models in postwar economics. The pair also talk about the intersections between the history of science and the history of economics and how we all can learn to focus on practices - that is, what people do - rather than on ideas alone.

Thomas Morel joins Jana Byars to tell the story of subterranean geometry, a forgotten discipline that developed in the silver mines of early modern Europe, talking about his book Underground Mathematics: Craft Culture and Knowledge Production in Early Modern Europe (Cambridge UP, 2022). Mining and metallurgy were of great significance to the rulers of early modern Europe, required for the silver bullion that fuelled warfare and numerous other uses. Through seven lively case studies, he illustrates how geometry was used in metallic mines by practitioners using esoteric manuscripts. He describes how an original culture of accuracy and measurement paved the way for technical and scientific innovations, and fruitfully brought together the world of artisans, scholars and courts. Based on a variety of original manuscripts, maps and archive material, Morel recounts how knowledge was crafted and circulated among practitioners in the Holy Roman Empire and beyond. Specific chapters deal with the material culture of surveying, map-making, expertise and the political uses of quantification. By carefully reconstructing the religious, economic and cultural context of mining cities, Underground Mathematics contextualizes the rise of numbered information, practical mathematics and quantification in the early modern period.

Why do some revolutions fail and succumb to counterrevolutions, whereas others go on to establish durable rule? Marshalling original data on counterrevolutions worldwide since 1900 and new evidence from the reversal of Egypt's 2011 revolution, in Return of Tyranny: Why Counterrevolutions Emerge and Succeed (Cambridge UP, 2025) Dr. Killian Clarke explains both why counterrevolutions emerge and when they are likely to succeed. He forwards a movement-centric argument that emphasizes the strategies revolutionary leaders embrace both during their opposition campaigns and after they seize power. Movements that wage violent resistance and espouse radical ideologies establish regimes that are very difficult to overthrow. By contrast, democratic revolutions like Egypt's are more vulnerable, though Dr. Clarke also identifies a path by which they too can avoid counterrevolution. By preserving their elite coalitions and broad popular support, these movements can return to mass mobilization to thwart counterrevolutionary threats. In an era of resurgent authoritarianism worldwide, Return of Tyranny sheds light on one particularly violent form of reactionary politics. Provincial Metropolis: Intellectuals and the Hinterland in Colonial India (Cambridge UP, 2025) tells the story of Patna, in the north Indian region of Bihar, in the late nineteenth and early twentieth centuries. A century and more earlier, Patna had been an important and populous city, but it came to be seen by many-and is still seen today-as merely part of the mofussil, the provincial hinterland. Despite Patna's real decline, it continued to nurture a vibrant intellectual culture that linked it with cities and towns across northern India and beyond. Urdu literary gatherings and other Islamicate traditions inherited from Mughal times helped animate the networks sustaining institutions like scholarly libraries and satirical newspapers. Meanwhile, English-educated lawyers sought to bring new prominence to their city and region by making Patna the capital of a new province. They succeeded, but as Patna's political influence grew, its distinctive character was diminished. How did China’s Nationalists feed their armies during the long war against Japan? In her new book, Grains of Conflict: The Struggle for Food in China’s Total War, 1937-1945 (Cambridge UP, 2025), Jennifer Yip (National University of Singapore) looks at China’s military grain systems from field to frontline. Yip examines the bureaucratic processes and deeply human stories of requisitioning, transporting, and storing grain in Nationalist-held China. This forensic look at food helps readers rethink the geographies, timings and burdens of China’s war of resistance – as well as the meanings of total war itself. By uncoupling ‘total war’ from images of industrialised warfare, Grains of Conflict shows how China’s war with Japan mobilized the labor and resources of Chinese society on a total scale. In this interview, Yip explores the achievements and difficulties of Nationalist grain mobilization and discusses how the long conflict in China became a multi-sided ‘struggle for food’ – with devastating results. Political Scientists Jack Greenberg (Yale University) and John Dearborn (Vanderbilt University) have a new book that focuses on the idea of presidential self-restraint and the ways in which the U.S. Congress has tried to design Executive positions with an eye towards making real this dimension of presidential norms. The concept of presidential self-restraint is a component of how the president uses his/her executive powers: that the president has a certain expanse of power and chooses, based on a variety of reasons or outcomes, to husband some of that power, or restrain its use. Because presidential self-restraint is particularly hard to divine, especially in how presidents think about the execution of their powers, Greenberg and Dearborn turned to congressional considerations that essentially take into account this idea. Congress has spent quite a lot of time over the past fifty years (since Watergate) in designing appointed positions within the Executive branch in such a way as to flesh out a kind of restraint on the president’s part. In so doing, Congress has attempted different means to insulate individuals/positions from potential abuse by a president. Congressional Expectations of Presidential Self-Restraint integrates a number of case studies of congressional action on presidential appointments to examine this push and pull between the legislative and executive branches. As the issue of self-restraint has become more pressing, Greenberg and Dearborn sketch out three foundational shifts that provides the framework for the way that Congress has tried to insulate executive positions, and the ways in which Congress has acknowledged the tension around depending on presidential self-restraint. The issues of political polarization, especially as demonstrated by congressional co-partisans with the president, the Supreme Court’s growing commitment to constitutional formalism and unilateralism in the Executive, and Congress’s unwillingness to defend its own powers and assert those powers all contribute to this conundrum of a reliance on presidential self-restraint that is often caught up in an expansion of the use of executive powers. The case studies provided demonstrate this conundrum and help us to see just how Congress tried to structure self-restraint into a number of different appointments and how presidents have tried to work around those constraints, some more successfully than others. This is a brief but complex analysis of the current dynamic between the president and Article II powers, the U.S. Congress’s evaporating powers, and the Supreme Court’s complicit role in fortifying an expansive understanding of presidential power. Film City Urbanism in India: Hyderabad, from Princely City to Global City ,1890-2000 (Cambridge UP, 2025) is about the reciprocal relationship between cinema and the city as two institutions which co-constitute each other while fashioning the socio-political currents of the region. It interrogates imperial, postcolonial, socio-cultural, and economic imprints as captured, introduced, and left behind by politics of cinema, in the site of Hyderabad. During the First World War, over 300,000 Italian emigrants returned to Italy from around the world to perform their conscripted military service, a mass mobilisation which was a uniquely Italian phenomenon. But what happened to these men following their arrival and once the war had ended? In Emigrant Soldiers: Mobilising Italians Abroad in the First World War (Cambridge UP, 2025) Dr. Selena Daly reconstructs the lives of these emigrant soldiers before, during and after the First World War, considering their motivations, combat experiences, demobilisation, and lives under Fascism and in the Second World War. Adopting a micro-historical approach, Emigrant Soldiers explores the diverse fates of four men who returned from the United States, Brazil, France, and Britain, interwoven with accounts of other emigrants from across Europe, the Americas, Africa, the Middle East and Australia. Through letters, diaries, memoirs, oral histories, newspapers, and diplomatic reports, Dr. Daly focuses on the experiences and voices of the emigrant soldiers, providing a new global account of Italians during the First World War. In Healing Knowledge in Atlantic Africa (Cambridge UP, 2021), Kalle Kananoja tells the story of how pre-colonial communities throughout the west coast of Africa employed a wide range of medical and spiritual strategies to treat all kinds of diseases. In the sixteenth century, the arrival of European traders and colonists initiated an exchange of healing knowledge that moved across the Atlantic for the next three-hundred years. The initial links in this chain of exchanges were established by European settlers or visitors who, given the limited number of European doctors and medications available, sought the services of African healers whose methods were often seen as more suited and efficacious in the local environments. Missionaries, travelers and botanists also added to these exchanges by collecting and systematizing some of the knowledge they acquired from African informants. By documenting the richness and mobility of African healing knowledge, Kananoja points that even though plants, remedies and practices from the Americas and Asia have been more widely studied, African contributions were equally significant. Africans also sought to learn from the practices, institutions and remedies that travelers brought back from Europe and other parts of the Atlantic world, and incorporated them into what was an already rich and diverse body of healing knowledge. Ultimately the prevalence of these exchanges illustrates not just the differences that existed between European and African understandings of disease and the human body, but also how much common ground there was between them. Kananoja compellingly argues that African healing knowledge should be seen as a rich and dynamic system, which was central to the emergence of an Atlantic world.
